Program Manager

As a Program Manager, you will:
Hold a key Division leadership position, operates under the general policy of the Assistant Division Administrator and is responsible for implementing the Federal-aid Highway Program (under Title 23 U.S.C.) statewide through a Risk Based Stewardship and Oversight (RBSO) approach for all phases of project activity project development, Planning, NEPA, Right-of-Way Acquisition. Serve as the principle advisor to the Division Administrator and Deputy Division Administrator and provide direction, on a statewide basis for the management, implementation, program direction, and coordination of all phases of new and existing Federal-aid highway programs in project development, Planning, NEPA, Right-of-Way Acquisition. Supervise a professional staff of planners, environmental professionals and realty specialists. Provide policy and strategic direction and leadership to the staff in the development of respective performance plan initiatives, objectives, and activities. Provide information and guidance in the interpretation, application, and implementation of Federal laws, regulations, and policy relating to all phases of the highway program on a day-to-day basis to officials of the Pennsylvania Department of Transportation, cities, counties, other agencies, and to private citizens. The ideal candidate has experience leading a group of employees in carrying out a Federal-aid transportation program, administering and carrying out program requirements and activities, and assuring compliance of State transportation program activities with Federal-aid laws and regulations. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:
Experience leading a workforce or team in delivering a highway transportation program or projects. Experience applying program management principles and practices relating to highway transportation programs (project development, Planning, NEPA, Right-of-Way Acquisition). Experience representing management before local, state, and/or elected representatives at all levels to promote a transportation program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
