If selected for this position, you will join a well-respected team that is responsible for conducting and carrying to completion auditing, investigative analysis, and accounting services on civil and criminal cases that involve the most difficult and complex financial Health Care Fraud (HCF) investigations, Affirmative Civil Enforcement (ACE) and other investigations involving complicated financial transactions. Typical work assignments will include:
Providing auditing, accounting and other financial review services and complex investigative analysis primarily for Health Care Fraud (HCF) cases. Independently, or in conjunction with federal agents, conducting investigations and financial audits to identify fraud schemes which typically involve one or more violators. Reviewing and summarizing applicable regulations governing payment systems, such as Medicare billing regulations, to determine whether violations occurred and recommends legal theories to pursue in matters. Utilizing databases and other materials to include, among other things, state reports, agency findings, public complaints, and market information - to determine fraud sufficient to identify targets, (i.e., individual providers or billers) and markets, (i.e., provider types) for further investigation. Researching and analyzing Medicare Part A, Part B, and Part D databases and Medicaid databases. Designing data techniques for fraud detection with Medicare/Medicaid databases. Developing data techniques to demonstrate and prove fraud in healthcare fraud cases. Gathering and analyzing facts including statements, sequences of events, scientific or technical data for the purpose of advancing prosecutorial objectives. Responsibilities will increase and assignments will become more complex as your training and experience progress. Degree:
accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic education requirement listed above, applicant must also possess the following:

To be eligible at the GS-12 level, you must have ONE full year of specialized experience equivalent to the GS-11 grade level as defined below. Specialized
Experience:
Specialized experience requires a professional knowledge of the theory, concepts, and practices of accounting and auditing and the skill and ability to apply this knowledge to auditing assignments in support of fraud investigations. Examples of specialized experience include performing the following types of duties:
providing direct audit support of fraud investigations and resultant litigation; resolving audit and accounting problems affecting compliance with laws or regulations to Federal, state or local contracts, grants or receipt of Federal, state or local monies; developing work plans that support fraud investigations; participating in briefings before and after audit with management; gathering and analyzing data, summarizing audit and forensic review results, and preparing audit reports that support fraud investigations, fraud referrals and resulting litigation. A selective placement factor is determined to be essential for successful performance in this position. Those candidates who do not meet the following selective placement factor will be rated not qualified for the position. Selective Placement Factor:
Direct experience providing auditing, accounting, and other financial review services and complex investigative analysis primarily for Health Care Fraud (HCF) cases, (e.g., Medicare and Medicaid billing and coding practices). Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
